Bird/Fisk Park: Design Ideas

Annexation
Alison announced that the neighbors on Fuller between Prevost and Highway 87 had requested to join our association. Currently Prevost is considered the eastern boundary of the association and any adjacent area may be added on neighbor request. Ken Eklund moved and Debbie Palmer Seconded that the houses on Fuller between Prevost and Highway 87 be added to our Association. The motion passed on a voice vote with no dissent.

Bird-Fisk Park
Dick Bussey of San Jose department of Parks and Recreation spoke to the group about the city’s commitment to the park redesign and introduced Mike La Rocca who will be coordinating the work as well as two designers Matt and Doug. The following are some of the points which were discussed with agreement that a draft proposal would be presented at the next association meeting :

ð Most agreed with the idea of a tot lot for a portion of the park, with another area for resting and passive uses. Grass and easily maintained shrubbery and plantings would fill the remainder. Larger current plantings would be retained if possible.

ð There was great concern that the park have adequate Heritage lighting on timers to prevent improper nighttime use and that the adjacent neighbors be shielded as much as possible from such lighting and any other intrusions.

ð We asked that a portion of the perimeter have the distinctive wood rail fence such as on the Fuller open space. Because of the proximity to traffic a separate fence may be required for the tot lot. The issue of gates vs. offset openings was discussed in light of needing to satisfy the safety regulations, access for maintenance, cost and long term maintenance requirements.

ð It was agreed that the corner of Fisk and Bird would have a color spot and some sort of signage for the park with a possibility of tying this to the Neighborhood Gateways being devised as part of the traffic calming initiative.

ð Concrete vs. decomposed granite walks were discussed in terms of cost and maintenance issues. A request was made for a water fountain.

ð The next association meeting would need more neighborhood notification of the park issues including a mailer, sign on the park site and door to door handouts.

The meeting adjourned around 8:45.
